London, c.1890s. It is after Jack the Ripper's time (1888), as one character wonders if "Jolly Jack is back" when discussing the missing girls; it is prior to 1894, which is the setting for the novel The Bodysnatchers, where the Doctor meets Professor Litefoot again.
