Powers/Abilities: Maxi-Man was superhumanly strong and nearly invulnerable - bullets bounced straight off him. It wasn't enough though when he went up against Masterman. The Lloigor host body easily defeated him.

History: Bill Whitlock was chosen by the British government to receive the formula that defecting German scientists had originally used to create Masterman. Dubbed Maxi-Man, he was Britain's answer to the Nazi supervillain, capable of throwing a tank around. Worried about the danger he might one day pose, he was ordered into Berlin to face Masterman on his own, which his British taskmasters believed to be a death sentence, as they knew the Americans were planning to drop the first atomic bomb on that city. Maxi-Man had been about to die at the hands of Masterman anyway, when the bomb landed and both were killed in the resulting explosion. A memorial to Maxi-Man was erected outside of the Houses of Parliament, Westminster, in Parliament Square.

First Appearance: 2000 A.D.

History: Bill Whitlock of Alternate Earth 23, like his counterpart from Zenith's Earth, was chosen by the British government during World War II to become a superhero and fight the Nazi's own superagent Masterman. Like his parallel self, he was present in Berlin when the Allies dropped a nuclear bomb on the city, ending the war. However, unlike the Maxi-Man of Zenith's alternate, he survived the Berlin bombing, and went on to develop his powers over the next forty years. When the Lloigor planned to break through into all the human realities, Maxi-Man agreed to aid them in this endeavour, and gathered together superheroes from all realities to act as his unwitting dupes in this plan.

Powers/Abilities: Maxi-Man was superhumanly strong and nearly invulnerable - bullets bounced straight off him. His powers grew dramatically over time, and by the 1980's, he was able to see into other realities, was telepathic and able to fly as well. His mental powers were sufficient that they could force a cosmic alignment by will alone.
