History: The warmongering ruler of the Jugla Empire, Na-Rutha initiated a war against the Stellar Federation. When the conflict reached a stalemate, Na-Rutha hatched a plan to tip the balance in his favour by creating human psychic time-bombs, but this backfired when one of his creations broke free of Jugla control and turned the vast psychic powers she had been given against the Jugla.
